CHP Instructor Curriculum Minimum Requirements

The broad topics in regular text are the minimum course requirements per Title 272, Chapter 21, Section 024 of the Nebraska Administrative Code.  The items in italics are topics that the Nebraska State Patrol has determined effective to meet the broader requirements of the administrative code.  All of the below topics must be covered in class, but the instructor has the latitude to determine the order in which they are presented.

024.03   The minimum safety and training requirements for a Handgun Training and Safety Course include, but are not limited to:

                024.03A - Knowledge of ways to avoid a criminal attack and to defuse or control a violent confrontation;

                                  -Conflict resolution

                                  -Situational awareness

                                  -Avoiding criminal attacks

                024.03B - Knowledge of operation and safe handling of a handgun;

                                   -Basic firearm safety rules

                                   -General handgun nomenclature

                                   -Types of handgun safeties and their uses

                                   -Loading and unloading of a handgun

                                   -Techniques/methods to carry a concealed handgun

                024.03C - Knowledge of and safe handling of handgun ammunition;

                                   -Use of factory new vs. reloaded ammunition

                                   -Inspection of ammunition

                                   -Identification of squib loads and misfires

                                   -Avoiding lead contamination

                024.03D - Knowledge of proper storage practices for handguns and ammunition, including storage practices which would reduce the possibility of accidental injury to a child;

                                   -Use of Safes

                                   -Types of handgun locking devices

                                   -Separate storage of handguns and ammunition

                                   -Cleaning and maintenance of handguns

                024.03E - Safe handgun shooting fundamentals;

                                   -Stance

                                   -Grip

                                   -Sight alignment

                                   -Trigger control

                                   -Breathing

                                   -Follow through

                024.03F - Knowledge of federal, state, and local laws pertaining to the purchase, ownership, transportation, and possession of handguns;

               STATE:

                         -Purchase, ownership, possession, and transportation of firearms 28-1201 to 28-1212.02

- Specific locations where carrying concealed is prohibited 28-1202.01

- Required documents to carry concealed 28-1202.03

- Procedures for contact with law enforcement or emergency medical services 28-1202.04

                         -Snowmobiles and firearms 60,342 to 60,344

                         -Handgun Purchase Certificates 69-2401 to 69-2426

               FEDERAL:

                          -Title 18, U.S.C., Sections 922, 926A, 929, and 930

                          -Title 27, U.S.C., Sections 478.29, 478.30, and 478.32

                024.03G - Knowledge of federal, state, and local laws pertaining to the use of a handgun including, but not limited to, use of a handgun for self-defense and laws relating to justifiable homicide and the various degrees of assault

                           -State Statutes:

                                    -Use of force 28-1406 to 28-1416

                                    -Terroristic Threats 28-311.01

                                    -Degrees of assault 28-308 to 28-310

Neb. Rev. Stat. 69-2432 adds the following additional requirement as of 9/2/2023:

-Suicide prevention training

                Specific items to exclude:

                                -Legal advice or interpretation

                                -Reference to concealed weapons other than handguns (e.g., brass knuckles, knives, tasers/stun guns) except to clearly state that a Nebraska CHP does NOT provide authority to carry such weapons in a concealed manner.

                                -Use of “CCW” (Concealed Carry Weapon) acronym.  Instead, use “CHP” (Concealed Handgun Permit)
