What is the NIAC?

The NIAC is the federally recognized Fusion Center in Nebraska. Fusion Centers were created to share information between State, Local, Tribal, and Territorial (SLTT), federal, and private sector partners.

The NIAC’s office is located at the Nebraska State Patrol (NSP) Headquarters in Lincoln, Nebraska, with additional crime analysts located across Nebraska.  As a fusion center, the NIAC is a hub of intelligence and information, and is tasked with sharing information between SLTT law enforcement, federal law enforcement, and private sector partners, including schools, in order to educate and aid in protecting the public.

What does the NIAC do?

The NIAC provides a multitude of services that support our core principle: information sharing.  This includes Situational Awareness Bulletins (SABs), case support, threat assessments, distribution of products, research, and more.  The NIAC also reviews Suspicious Activity Reports (SARs) received from Nebraska and throughout the U.S.

Given the emphasis on information sharing, the NIAC distributes products authored by other local or national agencies, as well as creates its own products, known as Situational Awareness Bulletins (SABs), to partners as needed.  These products are classified by who they can be shared with: Unclassified(U) – shared with anyone that needs to know; For Official Use Only (FOUO) – shared with those that have a right and need to know; Law Enforcement Sensitive (LES) – law enforcement officers and law enforcement civilian staff that have a right and need to know.

The NIAC troop area analysts provide case support and assist various law enforcement agencies as needed.  Our threat analysts collaborate with our private sector partners to protect Critical Infrastructure and Key Resources (CIKR), including schools, and conduct threat assessments on individuals and events.

What and where should I report?

The NIAC’s Suspicious Activity Reporting (SAR) site is available to the public. The NIAC mainline, 402.479.4049, is manned 24/7. The NIAC inbox, NEFusionCenter@nebraska.gov, is continually monitored as well.

Suspicious activity is any observed behavior that may indicate criminal activity.  Any activity considered to be indicative of a crime, and especially those activities that may be related to terrorism, should be reported to the NIAC.  All SARs received by the NIAC are reviewed and entered into our intelligence database, the Nebraska Intelligence and Threat Exchange (NITE).

We encourage you to reach out with anything you consider suspicious or anything you believe we should be aware of.  Even if you are not sure if you should reach out to the NIAC with information, or you believe that the information has already made its way to us, please reach out to share with us.  One of the most common misperceptions about information sharing is that making a report to your local law enforcement means that information will be shared with other agencies, such as the NIAC.

The NIAC is committed to protecting Nebraskans and the Critical Infrastructure and Key Resources (CIKR) that support our state.  Any suspicious activity at or near CIKR facilities should be reported to the NIAC.
