The Administrative Services Division is made up of eight components. It is the duty of the Administrative Services Captain to oversee these support divisions to include the securing and managing of public and private sector grants and contributions (Grants), Research and Planning, the procurement of goods and services (Purchasing), Accounting, the issuing and inventory of equipment, uniforms, weapons, vehicles and supplies (Supply/Electronic Engineering), Project Management, Combine Law Enforcement Information Network (CLEIN) and Information Technology (IT).

The focus of the Accounting Division is to be responsible for the financial operations of the Nebraska State Patrol.

These financial operations include preparing budget requests, implementing approved budgetary appropriations, operating the payroll system, maintaining leave records for employees, ensuring that all vendors receive payment for their services, maintaining records and reporting on all financial transactions within the agency.

The focus of CLEIN is the management and operation of the “CLEIN” network. CLEIN provides secure connectivity for 130 Nebraska law enforcement and criminal justice agencies to the FBI’s National Crime Information Center, other national criminal justice related databases and law enforcement agencies nationwide.

The Nebraska State Patrol, as manager of the CLEIN system, also conducts statewide audits and certification training for the 130 user agencies and their 3600 operators.

The Nebraska State Patrol Communications Division is comprised of two Communications Centers, located in Lincoln and North Platte. Dedicated Communication Specialists, formally known as Dispatchers, staff these communications centers 24 hours a day, 7 days a week.

In the early days of the Nebraska State Patrol, troopers received their assignments by a flag that was displayed at local service stations and restaurants along the highway. If the flag was raised, the trooper then went to a phone and called the dispatcher to receive their assignment. Occasionally, local commercial radio stations would also broadcast a message for the troopers to call dispatch to receive an assignment. Troopers were also told to call the office by telephone at scheduled times each day to receive assignments.

The Nebraska State Patrol Communications Centers have come a long way since then. The State Patrol's statewide law enforcement radio system began in 1946 when the Lincoln office was equipped with a 250-watt transmitter and a 400 foot tower. Other offices were also equipped with the transmitter and 300 foot towers. State Patrol vehicles were then outfitted with 50-watt transmitters and receivers. The addition of radios vastly improved the effectiveness of traffic safety and enforcement, as well as public protection by speeding up apprehension of criminals, and the recovery of stolen property. In the 1960's, the first law enforcement computer system, which allowed for faster exchange of criminal information, arrived and forever changed the face and duties of a law enforcement dispatcher. From the first Western Union "ticker tape" type system to the Nebraska State Patrol's current Computer Aided Dispatch (CAD) which was implemented in 2007; information that in the past could have taken days to receive is now available at a Communication Specialists fingertips in mere seconds.

NSP's current communications centers are able to handle radio traffic and communications for the entire state. The Lincoln Communications Center handles communications for Troop Areas A, B, and Headquarters Troop, which covers the eastern part of the state. The North Platte Communications Center handles communications for Troop Areas C, D, and E, which covers the central and western parts of the state.

Grants

The Grants Division oversees the development and implementation of agency projects funded through outside sources. Annually, the Division secures approximately eight million dollars in funding and contributions for projects that support crime prevention and reduction, traffic enforcement, highway safety, and homeland security.

In addition to managing grants for the State Patrol, the Grants Division subgrants funds to other state and local governmental agencies across Nebraska for a wide variety of law enforcement efforts.

As an agency liaison, the Grants Division works closely with the Nebraska State Patrol Foundation to secure contributions from private individuals, businesses, county drug boards, and non-profit organizations. These donations further the mission of the Nebraska State Patrol where government funding cannot, providing for advanced officer equipment and training, police service dogs, and community education.

The Human Resources Division promotes a diverse, skilled, and productive work force while providing support to the agency under the direction of the Colonel.

The focus of support is to serve as a consultant and processor, allowing the other agency divisions to perform their jobs rather than completing administrative human resource related activities.

The Division is responsible for labor relations and contract administration; policy and SOP; sworn officer promotional and selection processes; sworn and civilian recruitment; job classifications; temporary employees and internships; and performance management. The Human Resource Division serves as a liaison with the Department of Administrative Services, State Personnel Division and Employee Relations Division.

The Nebraska State Patrol Process Improvement team provides guidance for process improvement projects and customer service initiatives throughout the state. 

Guided by the principles of Lean Six Sigma, NSP Process Improvement team works with NSP teammates throughout the state. All NSP personnel are training as Lean Six Sigma White Belts. Supervisors have training as Yellow Belts and most command staff leaders are trained as Executive Green Belts. 

Process improvement projects are designed to create monetary or time savings for the customer and/or teammates within NSP, and all of Nebraska State government, as part of a initiatives of the Nebraska Center for Operational Excellence.

The focus of the Purchasing Division is to facilitate the procurement of goods and services for the Nebraska State Patrol at pricing and quality that meets or exceeds the end user's expectations.

Creating an environment where employing the most effective and innovative methods for procuring quality goods and services is at the heart of what this division does. Responsibilities include providing employees of the Nebraska State Patrol a service that fosters an ethical, responsive, and efficient environment and recognizes the division’s obligations to suppliers and internal customers.

The focus of the Research and Planning Division is to provide decision-making support and assistance to the Command Administration and the agency as a whole.

This division provides management information studies concerning feasibility, design, modification cost factors and recommendations regarding implementation methods for the State Patrol. Special studies are conducted; equipment is tested and evaluated; special statistical and analytical reports are provided to the Superintendent’s Office in order to increase the operational effectiveness of the Patrol.

The focus of the Supply Division is to provide and direct the issuing and inventory of equipment, uniforms, weapons, vehicles and supplies for the agency.

 

The focus of the Electronic Engineering Division is to provide radio communication and the repair of electronic and radio equipment for the agency. The Electronic Engineering Division is also responsible for the installation of all safety, warning and communication equipment in agency vehicles.
