This section is dedicated to announcements for current sworn members who are retiring and wish to publicize their retirement celebration. It also includes obituary notices for retired sworn personnel. Retirement notifications from the Nebraska State Patrol will continue to be distributed through the existing notification system upon receipt.
For immediate family death notifications that do not fall under these categories, please forward them to STAN Retiree Representative Scott Black for distribution through alternative channels.
FUNERAL SERVICES
We are saddened to share the passing of Retired Captain Raymond Brown, Badge #164, Camp #10. Captain Brown was the father of Sergeant Wanda Townsend, #164, Camp #36, who worked for the Patrol from 1990 to 2000.
Captain Brown of Norfolk, passed away April 3, 2026, and was 92.
Mass of Christian Burial for Raymond Brown, will be 10:30 a.m. Friday, April 10, 2026, at St. Mary’s Catholic Church in Norfolk. with entombment in Hillcrest Memorial Park Cemetery Mausoleum in Norfolk.
Military honors will be provided by Veterans of Foreign Wars Post 1644, American Legion Post 16, Army National Guard Honor Guard, and American Legion Riders.
Visitation will be Thursday, April 9, 2026, from 5:00 to 7:00 p.m. at Home for Funerals Chapel, 708 Georgia Avenue in Norfolk, with a 7:00 p.m. Vigil Service.

LETTER RE: HR218 REQUALFICATION FOR RETIREES
April 6, 2026
Dear Retired Sworn Member of the Nebraska State Patrol:
It is that time again to send a reminder for you to qualify, or re-qualify, to carry a concealed weapon by meeting the criteria outlined in House Resolution 218; the “Law Enforcement Officers Safety Act of 2004.” As a reminder, HR218 is a discretionary program, and the Nebraska State Patrol requires that retirees adhere to the same policy that applies to current employees – Policy 01-06-01:
“Department approved handguns will be those handguns of .380 auto to .45 caliber inclusive with no less than a 2” barrel and no more than a 6 ½ “ barrel, is a double action pistol or revolver that functions within factory specifications and which can be evaluated and approved as safe by State Patrol Armorers. Weapons must be capable of firing at least five shots without reloading. Derringers will not be departmentally approved.”
For those retirees within the state needing to re-qualify or renew this year, retiree will respond to the Range Officer regarding the date that they will attend range to qualify for HR218.
1. Retiree will complete the 617R form while at range on the Range Officer’s computer.
2. Range Officer will enter the qualification scores on the 617R form and electronically sign off, and then either print or send the form electronically via e-mail to the retiree.
The HR218 card can be cut out of the form to carry. Retiree will only receive the HR218 certificate if they have qualified at range. HR218 renewal will be required yearly.
Out of state retirees needing to re-qualify or renew this year: Retiree will either respond to NSP Range Officer or contact a qualified law enforcement agency in your area regarding the date that they will attend range to qualify for HR218.
- Prior to qualification you will need to contact NSP to receive the two forms needed for out of state qualification.
- An e-mail request can be sent to nsp.hr218@nebraska.gov, and the forms will be e-mailed back to you.
- Once you have completed your range session, e-mail the completed forms back to the address above.
The 617R form with your HR218 will be signed off by NSP, and then sent electronically via e-mail to the retiree.

4. Retired ID Credential:
a. Retiree will need to carry the “Retired” ID credential and the HR218 certificate to comply with the Federal HR218 Law.
b. The Retiree ID will be valid for five fiscal years after issue date.
c. Retiree ID will need to be checked by the Range Officer for expiration.

d. Retiree is eligible for HR218 if retiree left or resigned in good standing, with 10 years of service with the Nebraska State Patrol.
As a reminder, you are allowed to qualify with three weapons if you desire. Your HR218 credential will list all qualified weapons.
Each Troop Area will provide protective vests along with eye and ear protection.
You will need to bring the following items with you:
- Weapon(s)
- Holster
- Ammunition (50 rounds per weapon) - Extra ammunition optional
- Handgun Purchase Permit
- Current Retiree Identification Card
