Formed in 1973 the Legal Division of the Nebraska State Patrol consists of three attorneys and one paralegal.

Wendy Wussow, Chief Legal Counsel for the Nebraska State Patrol, is an experienced prosecutor having practiced law in Kansas, Nebraska, and Iowa before joining the Patrol in 2009.  She graduated Cum Laude in 1991, with a Bachelor of Arts Degree from Bethany College in Lindsborg Kansas. She then received her law degree, with Dean's Honors in 1995, from Washburn University School of Law in Topeka Kansas.

Joining Wussow in the Legal Division are attorney's Fred King and David Babcock. King has served the Nebraska State Patrol as an agency attorney since 1979, while Babcock joined the Division in 2015. The Legal Division's paralegal is Kari Schmidt who has been with the department since 2002.

The attorneys and staff provide:

    • Legal training

    • Agency assistance with employment practices

    • The handling of claims and workers' compensation matters

    • The settling of vehicle accident cases

    • Policy review

    • Management advisement

    • The drafting and review of contracts and other legal documents

    • Legislation review

    • Legal research

    • Advisement to officers and prosecutors regarding criminal and traffic matters

    • Assistance to the public with questions concerning gun laws and other topics

    • The handling of public record requests and subpoena responses

    • Assistance with the civil defense of the agency

    • The handling of disciplinary appeals and other administrative hearings
